Limited statewide ADU law - Rhode Island Zoning Enabling Act (ยง45-27-37(e)) requires localities to permit one ADU by right for owner-occupied single-family dwellings, but ONLY if occupied by family member with disability or over age 62. Much more restrictive than most state ADU laws. Recent legislation expanded opportunity somewhat, and Providence released ADU guide in March 2025. RIHousing promotes ADUs for multigenerational housing. Some municipalities like East Providence only allow 'accessory family dwelling units' for relatives only. Rhode Island represents limited/restrictive state intervention compared to broad mandates in other states.
