Connecticut became the 8th state to legalize ADUs statewide via Public Act 21-29 (HB 6107) in 2021. Law requires municipalities to permit ADUs 'as of right' without special permit or public hearing in all zones where single-family housing is allowed. Both attached and detached units permitted. Max size: 30% of primary dwelling floor area or 1,000 sqft, whichever is less. Towns retain ability to set design standards and can opt-out of some default provisions, leading to variation across municipalities. California saw 11-fold increase in permits after similar reform - CT aiming for similar growth. Fair housing component: prohibits discrimination based on income source/level. Training requirements for planning/zoning commissioners introduced.
